Wisconsin allows two layers, and we generally won’t do it. You can’t inspect the decking, the second layer runs hotter and fails early, most manufacturers won’t extend a system warranty over it, and you pay twice for tear-off later. The savings are real but small, and they get spent within ten years.

Document before you repair anything, file within your policy’s window, and have someone who knows roofs meet the adjuster — the initial scope frequently misses damage, and supplements are routine.
